NEW MOTOR ACT VEHICLE 2019
The Motor Vehicles Amendment Act has waded into controversy with multiple states accusing the Centre of burdening the common man with heavy fines. The Act, which came into effect from September 1, aims at stricter punishment for violation of traffic regulations and to bring discipline on roads.

What are the new fines under the Motor Vehicles Act, 2019

The government has notified 63 provisions of the Motor Vehicles Amendment Act 2019, including the ones dealing with enhanced penalties for various traffic offences, from September 1. The new rules also enhance the penalty for drunken driving to imprisonment up to 6 months and/or fine up to Rs 10,000 for first offence and imprisonment up to 2 years and/or fine of Rs 15,000 for the second offence. Besides, the penalty for driving without a license will be increased from up to Rs 500 to Rs 5,000. Fine for not wearing a seatbelt would attract a fine of Rs 1,000 as against Rs 100 at present. The over-speeding penalty has been increased from Rs 400 to Rs 1,000 to Rs 2,000.

DA By 5% From 1 July.

The Centre is likely to announce a hike of 5% in dearness allowance (DA) for its employees and pensioners in the month of September. The hike will be effective from July 1, 2019.

Finance Minister Nirmala Sitharaman

If the central government decides to hike the DA, it would be at 17 percent — the highest dearness allowance since 2016.

However, CPI statistic for June 2019 is still awaited, which will be released by the end of July.

As per an agreed upon formula, the Centre hikes the allowance taking 12-month average of retail inflation. The government does not consider the price rise rate beyond a decimal point for deciding the rate of the dearness allowance.

The Gujarat Secondary and Higher Secondary Education Board (GSHSEB) has decided to make tougher the SSC multiple choice question (MCQ) paper. Say it interesting or untoward, but the board thinks its teachers are not up to the mark to do the job of setting tougher questions, and henceforth, has decided to outsource the work from some independent agencies.

The board’s officer on special duty (OSD), M M Pathan, revealed that an agency would be hired to devise a bank of tough MCQs that would aim at testing the students’ understanding about the subject. 

He further disclosed that last year around 5% questions in the MCQ paper of 50 marks were intentionally asked of a higher standard in order to scale up the knowledge level of board students. Following that, this year the number of tough questions would be bigger.

Viewing the competition scenario, the state board students should be in line with the students of central and international boards, and in order to make that happen, their level has to be raised, letting them perform equally well in the national level competitive exams, said.
Initially, the board had assigned the GSHSEB teachers for the task of formulating a bank of questions that would pose teasers to the students and cream out the brightest from the average students. But sadly, out of the 1, 500 questions submitted by the teachers of each subject, only 30 (apprx) were qualified to come into the category of 'tough'. Most of the questions were found to be picked from the 
guides available in the market.

Driving Licences: Govt to Remove Educational Qualification Requiremen

In a move to benefit skilled persons from economically underprivileged sections of the society, the Ministry of Road Transport and Highways has decided to remove the requirement of minimum educational qualification for driving a transport vehicle, an official release said on Tuesday.

Under Rule 8 of the aCentral Motor Vehicle Rules, 1989, a transport vehicle driver needs to have passed class 8. However, there are large numbers of unemployed persons especially in rural areas of the country, who may not have a formal education, but are otherwise literate and skilled, it said.

However, while removing the requirement of a minimum educational qualification, the Ministry has strongly emphasized upon training and skill testing of drivers so that road safety is not compromised in any way.

Anyone applying for a driving license will have to mandatorily pass a stringent skill test. The Ministry has emphasized that training imparted by a school or establishment as mentioned in the the Motor Vehicels Act 1988 should ensure that the driver can read signs and perform logistical duty such as maintenance of driver logs, inspection of trucks and trailers, submission of pre-trip and post-trip records, determination of discrepancies in paperwork, effective communication to report safety hazards. Moreover schools and establishments which are providing vocational training and skilling facilities are subject to regulatory control by the states. Hence, the training imparted should be of high quality covering all aspects of driving a particular type of motor vehicle,” the release said.
